Saruman's powers consisted of breeding orcs and losing custody of Gandalf, so far as I can tell, whereas Mary Poppins is practically perfect in every way.
Saruman couldn't even beat an opponent who was confined by his world's physical law, never mind a flying nanny with an infinite handbag. As much as I like Saruman, he doesn't stand a chance.
Hobbits are perhaps more unruly than children, and Saruman did a pretty good job of taming them, so a vote for Curunir here...
That said, Julie Andrews does outrank Christopher Lee (really! She's a Dame Commander of the Order of the British Empire, whereas he's only Commander of the Order of the British Empire).
Mary Poppins doesn't need a palantir to know what's going on behind her...

Not quite true; Sir Christopher Lee, as well as being a CBE, is a KB (Knight Bachelor) - hence "Sir" - to which there is no female equivalent; ladies deserving of the appellation "Dame" get a DBE instead. So neither ranks the other.

The above seem to forget that Mary Poppins would likely teach Saruman an important lesson. And in that way, doesn't every one win?
